Added Permission to IIS_WPG group to C:\domains\ (other permissions are for Administrators and SYSTEM)

Set permission for folder

C:\Windows\Microsoft.NET\Framework\v1.1.4322\

Everyone = read and execute

C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\Temporary ASP.NET Files

Everyone = Read, Write, Execute

Checked the site have ASP.NET Enabled in HELM, Website Application Settings

In HELM correct the path

Home > System Settings > Servers > HOSTNAME > Web Service

C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\aspnet_isapi.dll

inetmgr > Web Service Extension > Add New Web Service extension

Extension Name: ASP.NET
Required Files: C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\aspnet_isapi.dll

Check the checkbox, Set extension status to Allowed.
