Files are uploaded, but I still seen welcome page?

If you have uploaded your files, but are still seeing the welcome page, you did not upload into the correct directory. Please be sure you are uploading into the "www" or "public_html" subdirectory of your account. Also you must replace the default index.html file. This index file is a simple welcome page we put on all new accounts.

I've uploaded my files into public_html directory .. but i still can't access my files ... i'm trying to access with ip adress
beside i don't have index.html file there !!!
what is wrong ??
I hope someone can help me ?
